on necessary consequences of the Annapolis Conference for a permanent
conference mechanism (international Middle East Conference)

The potential of conflict in the broader Middle East is enormous and one of high complexity. Major matters of dispute between the Palestinians and the Israelis persist, the problem of the occupied Syrian Golan Heights continues to smoulder, the Situation in Lebanon is unstable and may explode any moment, the state of affairs in Iraq is chaotic, and undisguised threats levelled at Iran indicate a risk of escalation. The situation in Afghanistan shows that a strategy of enforcing a solution to problems predominantly by military means offers no prospect of success.

How can we see the Annapolis Conference in this context, which actually does not justify too much optimism?
